Venezuela’s National Assembly installed a special 11-member commission on October 5, 2026, to reform the Constitutional Law Against Hatred, for Peaceful Coexistence and Tolerance, enacted in 2017.

The initiative responds to a request from Delcy Rodríguez to Jorge Rodríguez. Pedro Infante, first vice president of the Assembly and head of the commission, said the group will prepare a bill that will go to the Supreme Court before returning to Parliament.

According to Foro Penal, the law has been used to charge 927 people since it took effect. Cecodap recorded 118 minors prosecuted between 2024 and 2025.

The commission announced it will hold meetings with victims, jurists and non-governmental organizations. Early proposals include decriminalization of some offenses, revised definitions and a possible name change.
