According to a field report on the community situation in the area, families displaced by seismic events in La Guaira face severe obstacles in purchasing homes on the secondary market through state-backed credit programs, driven by currency disparities and delays in property title certifications.

According to documented official information, the national government authorized a financial plan managed through the Venezuela Renace Fund in coordination with public and private banks. The program establishes an 80% direct subsidy for properties valued up to 70,000 dollars, financing the remaining 20% over a 25-year term. For homes priced between 70,000 and 100,000 dollars, state assistance covers 50% of the cost.

Nevertheless, the consulted source indicates that field execution in communities such as block 3 of La Páez in Catia La Mar has been hampered. A central factor reported is property sellers declining transactions disbursed in bolivars at the official exchange rate, set at 866.56 bolivars per dollar in early October 2026, against parallel rates ranging between 970 and 1,000 bolivars per dollar.

Compounding this financial gap, commercial and state banks require certified property deeds from the Autonomous Registry and Notary Service (Saren). Affected residents report administrative delays linked to the lack of local record digitization and procedural bottlenecks, complicating the completion of mandatory loan files.

The Ministry of Economy and Finance oversees fiscal and credit regulations across Venezuela, coordinating with the executive branch to administer emergency relief frameworks and state aid funds for regional housing assistance.
