UNHCR High Commissioner discusses Venezuelan returns and earthquake recovery with Delcy Rodríguez

Barham Salih and Delcy Rodríguez addressed a cooperation roadmap for voluntary migrant returns and recovery after the June 24 earthquakes during an October 2 meeting in Caracas.

UNHCR High Commissioner Barham Salih met Delcy Rodríguez in Caracas on October 2, 2026. The topics included a cooperation roadmap for the voluntary return and reintegration of Venezuelan migrants, as well as recovery following the earthquakes of June 24.

Salih posted on X that he was honored to meet with the president Delcy Rodríguez and Chancellor Félix Plasencia. He stated that they discussed recovery after the earthquake, voluntary return and reintegration, and a new chapter of cooperation. He recalled Rodríguez's call at the UN General Assembly in September.

Venezuelan participants included Chancellor Félix Plasencia and vice ministers Oliver Blanco and Joaquín Pérez. UNHCR was represented by Isabel Márquez and Álvaro Rodríguez.

UNHCR had participated in the humanitarian response to the earthquakes by coordinating protection and shelters. Salih will remain in Venezuela until October 3.
