According to parliamentary reports consulted, the National Assembly established a special commission tasked with evaluating a partial reform of the Constitutional Law against Hate, for Peaceful Coexistence and Tolerance. The setup of the working group followed an official request submitted by Delcy Rodríguez and introduced before the plenary by Jorge Rodríguez to revise the legal framework enacted in November 2017.

The legislative commission is chaired by the First Vice President of the National Assembly, Pedro Infante. During an address in Portuguesa state, Delcy Rodríguez argued that the statute had been poorly enforced and acknowledged instances of abusive application under its provisions.

The legislative body processing the review is Venezuela's National Assembly, the institution responsible for drafting and amending the country's legal code.
